Where are the highest salaries in Ukraine? Experts have identified the top-paying professions in the country.

Focus has identified where to find jobs with the highest salaries and whether it's possible to secure employment now without a specialized education, yet still earn a good income.

The highest salary growth in Ukraine at the beginning of 2025 was recorded in categories such as "Real Estate" — 50,000 UAH (+14%), "Law" — 22,500 UAH (+13%), and "Human Resource Management, HR" — 27,000 UAH (+8%). At the same time, experts noted in the article "Labor Market 2025: Who is in Demand, Where the Highest Salaries Are, and How Migrants from Bangladesh Will Replace Ukrainians", that the IT industry still holds an undisputed lead, with the average salary level exceeding that of other sectors. This applies to both developers and administrative positions.

Salary Statistics in Ukraine: Where the Highest Payments Are

At the beginning of the year, the average salary offered by employers was 24,000 UAH (+5% compared to November). This was largely due to vacancies from the Armed Forces of Ukraine. This is evidenced by data from the job search portal Work.ua.

Regional leaders in average salary levels:

  • Kiev Region — 25,250 UAH (+250 UAH compared to November);
  • Lviv Region — 24,000 UAH (+1,500 UAH);
  • Dnipropetrovsk Region — 22,500 UAH (+500 UAH);
  • Odesa Region — 22,000 UAH (+500 UAH).

The highest salary growth was recorded in the following categories:

  • "Real Estate" — 50,000 UAH (+14%);
  • "Law" — 22,500 UAH (+13%);
  • "Human Resource Management, HR" — 27,000 UAH (+8%);
  • "Telecommunications and Communication" — 26,920 UAH (+6%);
  • "Top Management, Executive Leadership" — 47,500 UAH (+6%).

Regarding jobs in IT, the average salary for a "Junior" (with up to 1 year of experience) is around 38,000 UAH, while a Middle earns 105,000 UAH, and a Senior earns 190,000 UAH.

"There are also relatively high salaries in the fields of telecommunications and digital, finance, and pharmaceuticals. In terms of professions, this traditionally includes enterprise leaders and C-level executives, IT specialists (developers, cybersecurity experts, data scientists, AI, and ML), traders, auditors, and specialized doctors (cardiologists, neurosurgeons, etc.)," adds Dominika Ivanova-Bekar, HR expert and owner of an HR agency.

Who is in Demand in the Defense Sector and What They Are Willing to Pay

Thanks to government funding, support from international financial institutions, and private investments, the salary situation in defense-tech and miltech has significantly improved compared to 2020-2021.

"In terms of positions within the industry, there are some differences; in the software direction, the situation with personnel is better because there are enough software developers on the market. Although the salary levels here are slightly lower than in traditional IT, companies now have a significant advantage — the ability to reserve military personnel," says the HR expert.

The salary situation in defense-tech and miltech has significantly improved.

Therefore, according to her, the requirements for being in Ukraine and working in an office format do not hinder employment. The situation is more challenging in the hardware direction, where there is a pressing need for engineering and engineering-design specialties, and salaries can start from 120,000 UAH and above.

According to statistics from the job search portal, at the beginning of 2025, the total number of vacancies from the Armed Forces has increased. There are currently 7,626 offers.

Most vacancies include work in categories such as "Security, Safety", "Transportation, Automotive", "Telecommunications and Communication", "Medicine, Pharmaceuticals", and "Skilled Trades, Manufacturing".

It is worth noting that it was previously reported that Ukrainians are not taking jobs through the TCC. Therefore, in Transcarpathia, employers are hiring workers from Bangladesh.

Recently, MP Oleksiy Honcharenko stated that 50% of the employees of the State Emergency Service would be transferred to the Armed Forces after February 28. However, this information was denied by the SES.
