Meanwhile, the head of the Verkhovna Rada Committee on Fuel and Energy Issues, Andriy Gerus, stated in an interview with "RBK-Ukraine" that there are no plans to increase tariffs, although there are some nuances.
"There are no such plans. However, I don't yet know what might happen with the water tariff and gas distribution. The last changes to the water tariff were made before the war. The same goes for gas distribution," noted Andriy Gerus.

Let’s recall the current fixed electricity tariff for residential consumers. According to the KMU resolution №632, it is 4.32 UAH/kWh. This price is expected to remain in effect at least until April 30, 2025, so no changes in electricity costs for the population are anticipated at the beginning of spring. However, due to increased enemy strikes and shelling of Ukraine's infrastructure, some experts do not rule out the possibility that electricity tariffs could rise again during 2025.
"The electricity tariff for the population is planned to be raised from June 1, 2025, approximately to 6 UAH 64 kopecks. Approximately. It could be plus or minus 6.32 UAH or 6.64 UAH," predicted the head of the Utility Consumers Union, Oleg Popenko.

Therefore, a significant increase in electricity costs at the beginning of summer 2024 may not be the last one. Then, according to experts, such a decision would be forced, allowing state companies to stop subsidizing the population and gather enough funds to implement projects like the completion of the 3rd and 4th units of the Khmelnytsky Nuclear Power Plant or the construction of the Kaniv Hydroelectric Power Plant, which will have a capacity of 1000 MW.
"People are asking questions in this context, as significant investments are announced for the completion of units at the KhNPP, and purchases are being made by Energoatom and so on. It is obvious that this is the context in which the decision to raise tariffs for the population needs to be communicated. Therefore, I do not rule out the possibility of price increases even this year. But the logic behind how this can be implemented is still unclear," said Roman Nitsovich, Director of Research at the DiXi Group analytical center.
The specialist explained that this concerns a broader strategy of market liberalization that the government needs to develop and present a roadmap for liberalization in accordance with the Ukraine Facility plan next year.
"It would be logical to see a certain sequence of steps and an understanding of the timeline or perspective when market prices are introduced for the population, thus balancing the situation primarily for suppliers and those state companies that provide these preferential prices through the mechanism of imposing special obligations (referring to Energoatom and Ukrhydroenergo). And then this roadmap should answer where these resources, the additional revenue that suppliers receive, will be directed," Nitsovich said.

This applies to co-owners of large apartment buildings where there is no gas supply or places where there are heating supply issues. The government has made amendments to the resolution, allowing residents of such buildings to pay 2 UAH 64 kopecks per kilowatt until the end of April 2025.
The current tariff coefficients for owners of two-zone and three-zone electricity meters are as follows: at night, from 11:00 PM to 7:00 AM, when the load on the energy system is at its lowest, the tariff is 50% lower than the main one, meaning users only pay 2.16 UAH/kWh.
However, tariffs for businesses have significantly increased since June 1, 2024.
