The parliamentary committee on national security heard from the lawyers of the detained military commanders, reported committee member Irina Friz (European Solidarity faction).
"Today, at a closed meeting, the Verkhovna Rada Committee on National Security, Defense, and Intelligence heard reports from the defense teams of Artur Horbenko, Yuriy Halushkin, Dmytro Ryumshin, and discussed issues that allow for a comprehensive understanding of these legal proceedings," Friz told the Interfax-Ukraine agency on Monday.
According to the MP, following the discussion, the committee will send additional inquiries to law enforcement agencies.
Committee members also discussed the need to amend the Criminal Code regarding "combat immunity" to broaden and clarify it, which is necessary for its professional application in the legal field.
Friz also considers the lawyers' proposal to establish a temporary investigative commission of the Verkhovna Rada to examine issues related to the criminal liability of military personnel under martial law to be appropriate.
The MP also reported that the military ombudsman, who had been invited, did not attend the committee meeting.
As reported, on January 20, the State Bureau of Investigation announced the detention of two generals and a colonel, allegedly due to negligence that allowed the enemy to seize part of the Kharkiv region in 2024. Later, information emerged that former commander of the operational-tactical group "Kharkiv" Halushkin, former commander of the 155th mechanized brigade "Anna Kyivska" Ryumshin, and former commander of the 125th Lviv Territorial Defense Brigade, former commander of the 125th brigade Horbenko were detained.
On January 21, the Pechersk District Court of Kyiv on Tuesday chose a preventive measure for Halushkin in the form of arrest with the right to post bail of 5 million UAH, partially satisfying the prosecutor's request.
On January 22, it was reported that the bail had been posted, but the name of the bailer was not disclosed. However, later that same day, employees of the SBI and SBU announced new suspicions against Halushkin and detained him again, stating that they "discovered new facts in the case regarding the border breach in Kharkiv region."
On January 24, Halushkin stated that regardless of how and when the investigation and trial conclude, he is ready to fight for Ukraine in the capacity of an ordinary soldier and emphasized that the current legal proceedings could affect the determination and actions of commanders.
