The Cabinet of Ministers of Ukraine has streamlined the registration process for volunteer vehicles dedicated to military personnel, according to the Ministry of Social Policy.

The Cabinet of Ministers of Ukraine has simplified the registration of volunteer vehicles for military personnel, as reported by the Ministry of Social Policy.

"The government has introduced a mechanism for temporary state registration of vehicles that military personnel receive as humanitarian aid and use to defend the state. Now, military personnel can register such vehicles in their name and legally use them until the end of martial law and for three months after its cancellation or termination," the ministry's statement says.

It is noted that the implementation of this decision will ensure transparency in vehicle ownership, regulate the procedure for traveling abroad, and transfer such vehicles to other military personnel.

Thus, to register such a vehicle for temporary state accounting, military personnel must submit the following documents to the service center within 10 days of signing the acceptance-transfer act (as required by legislation for all cases of registering imported vehicles): an application; an identity document; a document confirming military service; a vehicle acceptance-transfer act in the established form; a printed electronic declaration.

"Military personnel who received vehicles as humanitarian aid from the beginning of December 2023 until the decree comes into force can register them at service centers within the next three months (from the date of this decree) based on the above-mentioned documents (the acceptance-transfer act can be in any form). The procedure for registering vehicles transferred to military personnel as humanitarian aid before December 2023 will be established additionally," the Ministry of Social Policy added.

Furthermore, the department noted that to simplify the re-registration of a vehicle recognized as humanitarian aid to other military personnel in the future, the acceptance-transfer act can list up to 5 military personnel authorized to operate this vehicle and re-register it in their name.

"After completing the registration process, the military personnel must notify their military unit, the agency, or the division where they serve, that they have received and registered the vehicle recognized as humanitarian aid," the statement says.

The temporary registration of vehicles is terminated in the event of: the destruction of this vehicle; the death of the military personnel; suspension of military service; recognition of the military personnel as missing; captivity of the military personnel; the military personnel undergoing treatment for more than one month (in particular, due to injury, concussion, trauma, or disability); the military personnel being sought in connection with unauthorized departure from the military unit or desertion; discharge of the military personnel from military service; or the military personnel's refusal of the vehicle in favor of another military personnel.

"In the event of these circumstances, temporary state registration can be restored upon the request of one of the military personnel listed in the acceptance-transfer act. If there is no data on the military personnel who have priority rights to registration, the service center will notify the unit where the military personnel served about the need for departmental registration of the vehicle," the ministry explained.
