U.S. Secretary of State Mark Rubio clarified that funding will be temporarily restored only for "life-saving humanitarian assistance programs," which include "essential life-saving medicines, medical services, food, housing, and livelihood support."

"In accordance with President Trump's directive on the 'Reassessment and Reorientation of U.S. Foreign Assistance,' I approved an additional authorization yesterday to suspend humanitarian assistance for life-saving purposes during its review," - Rubio stated in a message on the U.S. State Department's website.

Additionally, Rubio refers to a supplementary document stating that "implementers of existing life-saving humanitarian assistance programs must continue or resume operations if they have been halted." "This restoration is temporary, and, with some exceptions necessary for the continuation of life-saving humanitarian programs, no new contracts will be awarded," - noted Rubio.

The resumption of funding "includes essential life-saving medicines, medical services, food, housing, and livelihood assistance, as well as supplies and reasonable administrative expenses necessary to provide such assistance."

It is emphasized that "this exception does not apply to activities related to abortions, family planning, conferences, administrative expenses, except those specified in subparagraph 1(a) above, gender programs, or DEI ideology programs, transgender operations, or other non-life-saving assistance."
